Recent enablement changes
Installations start read-only. Every change to what an installation exposes, and every per-role decision on an operation, is recorded with the principal who made it. Until operator sign-in (#36), that principal is the one named on the command line, not verified.

Roles and native tools
How each role's principals see tools in tools/list. A principal with several roles gets never if any role says so, else always if any does, else auto. Changed with admin role set --native-tools, never here.
